Attempting to control the distribution of relief from one sovereign nation to another should be called by its name: racketeering. Russians are good at it.

Yukos was crushed by claims for tens of billions in back taxes, but Mr. Putin hasn't finished with Mr. Khodorkovsky yet. Yukos' former auditor, PricewaterhouseCoopers, is also now being sued by the Russian government for allegedly being party to tax evasion. Why are American companies dealing with this police state ?
A friend of mine is traveling in Russia on business and it turns out
foreigners have to report to the police upon arrival to the hotel and
surrender their passport for the duration of their stay. What that means is

who may choose to not let the person out of the country for one bogus reason
or another.
Argghhh... We've got to stop doing business with them.
